Follow-up Comment #2, bug #49631 (project lwip):
To sum it up in short, the correct behaviour would be:
Even if we have refused_data, we should send an ACK if we announce a zero
window.
I'm OK with not announcing anything (keep it as is) if we do have
refused_data.
In the end, it might be worth thinking about removing refused_data and
changing the order of recv-callback vs. ACK so that data that would have been
stored to refused_data is *NOT* ACKed and thus retransmitted later...?
