This might be ignorant, but from looking at the files, I'd prefer ISO-8859-1, too. I don't think it would make sense for such an international project like lwIP is to have chinese/japanse comments. And since french names for now seem to be the only source of non-ascii characters, using ISO-8859-1 would the smallest required change, I guess.
