Follow-up Comment #14, bug #25882 (project lwip):
Does it have to be one or the other? Would adding both not be possible?
They both have disadvantages; the first requires maintaining extra state that
isn't necessarily going to be accurate. The second needs us to do packet
splitting that is something of a pain.
