Details:

This patch adds support VLAN tagging on a per-socket basis.
The intent is NOT to support Virtual LANs per socket, but rather to support
Ethernet level QoS based on the PCP (priority code point) function in the VLAN
tag.

This patch reuses much of the same functionality already in place for the ARP
entry cache hint.
The patch extends the ARP entry cache hint feature to also work for
tcp_rst().
