Follow-up Comment #2:

Likewise will not complete this in the
foreseeable future, nor do I.

We don't see much use of this layer because:
* Most current lwIP+uCOS-II development
  is done in external branches. 
* Nowadays Micrium supplies their own
  TCP/IP stack.

We won't release the material unless
a experienced TCP/IP + RTOS developer
will come forward and will also maintain
this contrib.

This to limit the amount of dead wood,
(and silly votes).
