[Luv-dev] Updates to the LUV project on savannah

Hi all.

a) I'm testing the luv-dev mailing list to make sure it works.

b) I have reset the project home page -- it was pointing to a non-existant 
home page on the GNU website. It now points to the main LUV project page on 
savannah.

c) I have added a short description as a placeholder.
