Jeff's announcement to my old list <lout-users@lists.planix.com> only
mentioned the movement of the mailing list, nothing about repositories:

        From: Jeff Kingston <jeff@it.usyd.edu.au>
        To: lout-users@lists.planix.com
Subject: Lout mailing list has moved

        Dear Lout mailing list subscriber,

The Lout mailing list has moved. If you wish to continue
with this list, please subscribe to the new list below.

        Jeff Kingston

        The Lout mailing list

A public mailing list has been set up for discussion
of the Lout document formatting system. Thanks to
Rodrigo Vanegas of Brown University for starting this
list, to former maintainers Valeriy E. Ushakov and
Greg Woods, and to the current initiator, Ludovic
        Courtes.

To subscribe to the list or unsubscribe, visit

            http://lists.nongnu.org/mailman/listinfo/lout-users

To post a message (only subscribers can do this), send email to

            lout-users@nongnu.org

It will be forwarded by email to all current subscribers.

(I should try to bring the old archive back online -- I think I can
finally do that again with my current infrastructure.)

I'm not sure who imported various versions of Lout into the repository
at savannah.nongnu.org (who is/was "civodul"?), but it was never
updated with 3.40, which was very adequately advertised by Jeff on this
new mailing list:

        From: Jeff Kingston <jeff@it.usyd.edu.au>
        To: lout-users@nongnu.org
Subject: Version 3.40 of Lout now available
        Message-ID: <20130626003105.GA28366@cpu0.cs.usyd.edu.au>
        Date: Wed, 26 Jun 2013 10:31:05 +1000
        List-Archive: <http://lists.nongnu.org/archive/html/lout-users>

So, I for one never assumed there was any authority to the nongnu.org
repository.
