[Logs-devel] added LoGS_0_2_0_proposed branch

All,

I added the 0_2_0_proposed branch to the CVS.  I made all of the changes 
(I think) to the code in order to support a separation between lexically 
bound variables in the ruleset and variables bound by the match, etc. of 
rules/rulesets.

match, action, etc. functions now take arguments of the message and the 
environment.

I didn't update any of the documentation.

This is the first time I've made a CVS branch, so I hope I did it right :)

I'd love to hear any feedback anyone has.
