Fix now, because it's a blocking issue.

Yes.
First, test-->fix-->retest etc., until we can release the MST code
into production and expunge the XSL stuff.
Later, reorganize headers, footers, and anything else we notice
along the way (unless some minor issue that's easiest to fix
immediately).
