I downloaded their binary installer. It says it downloaded
  i686-4.9.1-release-posix-sjlj-rt_v3-rev3.7z
(does it matter whether I choose "posix" or "win32" threads?)
and, when I plug that into google, it appears that this is the source:

We want a fully scripted process, so I'll try downloading that '.7z' file
and extracting it directly.
