Yes, it's a requirement for distributions. Our installation files put that
file in '/etc/opt/lmi'.

I think this is really just tests that the installation file put 
'configurable_settings.xml' in the right location, which is where
all users will have it installed. Kim may be able to say if I got
that wrong, though.
