[lmi] Release notes for lmi-20130430T1125Z

To assist admin-system vendors in preparing correct extracts, we
provided them with a program that tests whether all required
fields are present and have plausible values. It continued to
catch errors up to the "dress rehearsal" release. Now it has been
integrated into lmi, and is run automatically for every inforce
case. If it catches any further errors, we can just print the
detailed diagnostics it produces and forward them to the vendor.
