Otherwise, you have this failsafe with the old '.pol' files.

Everything should be clear if you line up a '.pol' file
against a '.policy' file in your GUI comparator:

AFAICT such file pairs have the same number of lines, even
when they contain long footnotes.

Other file types won't resemble each other so closely.
I'll convert them later. I want to refactor the '.policy'
stuff first, to increase its maintainability.
