A new checkbox:
  "Use current general-account declared rate"
has been added near the general-account rate. If you save a case
in October with this box checked, and rerun it in December, then
it's automatically updated to use the December rate.

Most illustrations these days use the current declared rate, so
this box is checked by default for new users. But if you've
installed any earlier version of the system, then you already
have a file with your own custom defaults, which are preserved
when you update to a new version. In that case:
 - pull down the "File" menu
 - select "Default"
 - check "Use current general-account declared rate"
in order to use the current rate for all new cases. This box
should be checked unless you need to override the declared rate.
