[lmi] Non-ASCII characters in wx html help

Is there any easy way to get html help to support more non-ASCII
characters? I'm particularly interested in
  …
  — –
  ‘ ’
  “ ”
because they make text look more professional.

I'd also like to know whether I can get a physical tab character
to render as such (rather than as spaces). Reason: I'd like to
embed a sample of tab-delimited "spreadsheet" input that users
could copy from help and paste into lmi. I'd be happy enough if
that worked only within <pre>...</pre>. (I mean "PRE" tags, in
case the mailing-list archives strip tags.)
