Yes. You need a Sip registrar with a VOIP gateway to the PSTN/POTS
network. Call on PSTN cost money, although not much, so the registrar
will charge for such calls, and perhaps a set upp fee allocate you a
number on the gateway.

Linphone allows you to register with multiple SIP registries.
Personally I use sipgate for sip/PSTN calls.
