Hey Elisa,

It does indeed seem that the ICE setting was the problem. I had just never changed it, so it was set to enabled using the "stun.linphone.org" service.  I disabled ICE under: Preferences -> SIP accounts -> Proxy accounts -> editing my account -> NAT and Firewall -> Enable ICE -> toggled off.  I am using the SIP server that comes with my router, which is a Fritz Box, and indeed there documentation says not to use STUN: https://service.avm.de/help/en/FRITZ-Box-Fon-WLAN-7490/019p2/hilfe_fon_howto_ip-telefon

So, I can't say why this seemed to work with the older version, but I am glad to be able to use newer version of Linphone now. Thanks for taking the time, and hopefully this thread can help anyone else with a similar issue.
