Do you mean the client or a SIP stack? For the latter Flexisip[0]
would be the answer, but I have no experience with that.
The memory footprint for linphonec (the CLI client) with all its
recursive shared libraries on my system is ~140 MiB. Even if you
disable most features you'd still have to fight pretty hard to get
that down to something that can fit and run on a router. But with
enough determination I guess it could be done. It'd be interesting
alone to see how small one can make it.
But how would you even use this then? You could maybe hook on a USB
numpad and a USB soundcard on some routers. You'd have to write some
UI that allows you to interact with the program for which you'd
probably need a TTS engine. On some systems you might be able to use
a screen for that and even browse the phonebook.
