Hello Giacomo.
The "keyboard" feature that you are talking about is indeed only
used during a call, to send DTMF.
What would be the use of this if it was displayed outside of
calls ?
Could you please describe more precisely (with user stories for
example) what you want to achieve ?

I would like this to always appear, instead it only
appears when there is an incoming phone call.

please? Is your issue on Android, iOS or desktop? Can you
make a screen recording of the problem?
