Which version of Linphone are you using ?
Could you please provide me logs of your Linphone ?

We are using Linphone on Windows connected
to a SIP provider. We can receive calls using it, but when we
try to make calls, it doesn’t ring on the other end and goes
straight to voicemail.
We’re using UDP, with adaptive rate control
enabled and no encryption.
