Which would most likely mean they are pingable.  So your phone seems to
answer all IP packets while sleeping.  So in that case, TCP would be a
workable solution.

Indeed.

It's "wake up whatever has has 'this token'".  I don't think FCM knows
that it's Linphone specifically.
