Further disambiguation: there are many IRC networks, but I checked a
few, and I'm pretty sure Russell means the one documented at
http://freenode.net  The channel is #linphone  (as already given).

You can even use the IRC client webapp at freenode.net if you don't want
to install a client on your device.
