Thank you for suggestion but I use the latest version 3.9.1
And in Linphone web site this (3.9.1) version also is last.

So the question is in what version did you fix it?

I checked rtcp packets with tcpdump and it shows that packet size is 172 bite.
Why is it too short for linphone ???
