I don't know much about ppa and the ubuntu world.
However, on debian I do like this:
apt-get source libexosip2
Modify libexosip2*/debian/control to require ssl-dev
Use dpkg-buildpackage to build and install
apt-get source linphone
Modify linphone*/debian/rules to enable ssl
Use dpkg-buildpackage to build and install
Then it should works after enabling tls in configuration file.
