Where did you get your source tree? I just went to the download page [1],
followed the link for "Lastest stable source code (.tar.gz)" and downloaded
linphone-3.1.2.tar.gz to check, and README.arm is in the tarball.

The linphone build in OpenEmbedded works for my ARM-based Openmoko. I believe
openwrt, debian and gentoo have working build systems for ARM too.
