Hi,
The problem is simply that debian purged out h263 and mpeg4 encoders from
ffmpeg (for patent reasons). The result is that linphone can decode but
cannot encode video using theses codecs.
The workaround is to remove the libavcodec* debian packages and re-build a
ffmpeg from source, and install it to /usr
