The --with-osip-version trick was something I added when the osip2 within FC6 was the old one. The code in the CVS has now proper support to handle the new osip version, that you can grab from Fedora updates. Generally speaking, keeping up with the Linphone CVS head is a good idea...
BTW, I think that the Fedora packager did not enable the video support because it needs ffmpeg & Fedora guys have probably no intention to ever package it into Fedora (patents issues).
