Since 1.0.x speex has become mandatory for linphone.
If you want to get rid of it, you'll need to remove or modify manually all 
files referencing speex, mainly mediastreamer/msspeex* 
mediastreamer/Makefile.am coreapi/linphonecore.c coreapi/sipomatic.c
