Have you checked out the sample config file at http://www.linphone.org/technical-corner/linphone/documentation yet?

Not all possible configurations of the codecs are set up by default.  If the L16 is capable of doing 8 kHz, you might be able to configure it accordingly.  But keep in mind the other end needs to support that setup as well.  Why do you want uncompressed audio on telephony?  Does the wide-band G.722 fit your requirements?  Or any of the otherwise palatable but compressed standard codecs?

It  seems to me like L16 would be a good choice however I only see that it's available for a sampling rate of 44.1KHz ( as shown below)
