Hi Thom,
Can you turn on the Debug mode in the advanced section of the settings and capture some logs again ? The one you provided doesn't contain any helpful data for this particular matter.
By the way, could you also try with a more recent version of Linphone Android? You can find it there:

Case 1:Video call between 2 phones: working well.

video from phone, but not vice versa (there is no video on phone that
