I've had similiar issues with 3.7.0 on windows : Linphone refuses to start, and the workaround I foudn was to remove linephonerc and reconfigure the account.

The following entry in linphonerc is the culprit :

[call_log_9]
dir=1
status=2
from="
" <sip:address@hidden>
to=sip:address@hidden:1046
start_date_time=1395918832
duration=14
quality=-1,000000
video_enabled=0
address@hidden:5060
