I followed your instructions and installed both m4 and pkgconfig. I also had to install yasm, antlr3, and libtools, which I managed with rudix and macports. Then when I tried to run xcodebuild again, I've ended with an error which once again, seems to give no clue on what to do next. Copying the erorr log below.
