[Linphone-developers] Plugin API

Does linphone have a plugin API, or is it only possible to make codec plugins for mediastreamer?

I want to make a simple change that will post incoming caller ID info to a webservice.  Is this something I could do from a plugin or do I need to modify linphone itself?  The mere act of building on Windows seems pretty intensive, so obviously I would like to avoid that!
