Majority of Linux users do not compile packages theirself.
Only developers compile packages from source.

If we want Linphone to be available for Fedora, OpenSUSE, etc. users - someone should build Source RPM and Binary RPMs.

If SRPMS is updated in Repository - Binary RPM would be available shortly, after next build.

Under Fedora 14 - the most current release - no.

Not even Fedora Rawhide (the development branch) has migrated to 3.5.0.  It's still at 3.1.0.

Is the build error due to my system having 3.5.0 installed, or is it something else?

I can certainly "roll my own" RPM packages based on libosip 3.5.0, and I may very well do that. If version 3.5.0 or greater is a requirement, then Fedora users will be squeezed out of using Linphone 3.4.0 for the forseeable future.
