Linphone only works with camera that are visible to the local system via the video4linux API.
A webcam is a mis-leading word for a local device , that usually is connected via a USB port. An IP camera is connected via IP. Unless you have a trampoline video4linux driver on your host that makes your IP camera appear as a local device, you IP camera will not work under Linphone.
