Thanks for your interest in linphone !
I've wrote this page that tells a little about building on linphone:

Basically you need the wxDev-Cpp IDE that uses mingw (gcc on windows).
You need to compile all linphone's dependencies (speex, theora, libosip2...)
first and install their libraries and header files in for example C:
\DevCpp\linphone-build\lib for .a or .dll libraries and C:
\DevCpp\linphone-build\include
For example for theora, place the theora public headers into C:
\DevCpp\linphone-build\include\theora
And finally use cvs and tar.gz packages because the .dev (wxdev-cpp project
files) are not included in the tar.gz.
Normally you 'll find .dev files for oRTP, mediastreamer2, exosip and coreapi
that you'll have to build in this order (and resulting libraries in C:
\DevCpp\linphone-build\lib )
