I found out long ago to put my own language call *after* the OLL include.  =)

I consider it a bug… but never had the bandwidth to chase it down and squash 
it, since the workaround 

\version "2.23.5"
\include "oll-core/package.ily"
\language "deutsch"

seems to always work for me (with "english").
