As Karlin wrote, you can use Ctrl+' and Ctrl+" to get those, they are
snippets in the Snippets menu.
And there is a tool in Tools→Programming→Special Characters, under
General Punctuation there are many special quotes which can be clicked
on to enter them in your LilyPond source.
