I haven't seen this construction before ( \new Voice << { } { } >>).
You should either have two separate Voices or put a "\\" in between
the two music expressions, so that lilypond will split it into two
voices.

Sorry but I can't figure what is the *right* _expression_ for solving the issue.

Please can you provide it by pasting the correct code for the previous example?
