Try something like:
piano-solo.%.pdf: piano-solo.%.ly \
$(general) \
dialogs.%.ily \
global.%.ily \
notes.piano-solo.%.ily \
pedals.%.ily
...
Have a look at "Syntax of Static Pattern Rules" in make documentation
$ info make
Also, you could use a dependancy finder like:
http://aspodata.se/git/musik/bin/depend_ly
