The missing part for you can be found in the user manual (http://lilypond.org/doc/v2.19/Documentation/usage/command_002dline-usage#advanced-command-line-options-for-lilypond) but is maybe not clear enough (don't know if you already found it but failed to see how to do it)

To get an svg you need to call lilypond with the -dbackend=svg

lilypond -dbackend=svg <your input file>.ly 

should yield you the SVG
