This was discussed recently. I don't recall exactly what it was about but you might search the archives (both lilypond-user and bug-lilypond). I would think it has to do with the pretty old Python version shipped with LilyPond. As a workaround (you're right that's definitely not the way it *should* be) you should be able to remove these "characters" automatically.
