Does this do what you are looking for, if I understand your question?
\override StaffGrouper.staffgroup-staff-spacing.basic-distance = #20
(i.e.
VerticalAxisGroup properties:
staff-staff-spacing
StaffGrouper properties:
staff-staff-spacing
staffgroup-staff-spacing
)
