Not sure what exactly the full fix is, but I believe it's related somehow to
the \start and \stopStaff command you're using in such a way. 

I would say it's possible to just omit like this, it does what you are
asking:

<< 

  \new Staff {

    c'4 c' c' c'

    d' d' d' d'

    e' e' e' e'

    \break

    f' f' f' f'

    g' g' g' g'

  }

  \new Staff {

    \stopStaff s1 \startStaff

    a'4 a' b' b' *\omit Score.BarLine*

    \stopStaff s1 \startStaff

    c''4 c'' d'' d''

  }

\layout { ragged-right = ##t }
