A)
Lilypond does have its builtin extension language, and that this is so intertwined with LilyPond's internal working that it allows to do _very_ much, surely more and more fundamental than any "scripting engine".

B)
As LP input files are plain you can use _any_ programming language to modify, analyze or even generate LilyPond input files.

Depending on your relation to the asker you might admit that A) actually _does_ have some learning curve.
