It is very similar to Helmholtz notation, from his book of 1863
"On the Sensations of Tone as a Physiological Basis for the Theory of Music"
The difference being that Hermann von Helmholtz used capital letters C
where LilyPond uses c, and then lower primes C, where LilyPond uses c,,
That book implies that the notation was already common.
