\tweak layout-object #'grob-property value
is similar to NR 5.3.3 `The \override command':
\override context.GrobName #'property = #value

So I*d vote for no brackets.
But is there any reason not to change #'grob-property to #'property?
(Or to change #'property in \override to be more consistent)
