In theory that's already possible.There are programs that translate scanned scores to a music format (e.g. Finale or Sibelius). Some of these programs can then export to musicXML which can then be converted to .ly.
But that's quite cumbersome - and you're not very likely to get useable results.
So most of the time retyping will be faster and better. HTH Urs
