Hmm, maybe I don't understand your question, but why not:
#(set! language-pitch-names
(cons `(myLanguage ((ceses . ,(ly:make-pitch -1 0 DOUBLE-FLAT)))
....)
language-pitch-names)
Put it into a .ly file and include it.
