Cross-cuing as you want (voice A cuing voice B, and voice B cuing voice A) is 
possibly out of the box without using tags at all. The problem you experience 
has nothing to do with cross-cuing, but rather that the cue notes start the 
voice. You'll see the same problem also without cross-cues.
